Pasig City (11 August) — No task is as challenging as that of the Department of Education (DepEd) whose mandate is to make quality basic education accessible to several millions of Filipino children. Every year, the Department must cope with the burgeoning demand for tuition-free education.
Providing quality basic education to millions of Filipino children is a challenging task. To most Filipino families, education brings the hope of a better future closer to reality as it enables their children to empower themselves and pursue their dreams.
As the Department of Education (DepEd) continues to cope with the ever-increasing demand for free public education, it strives to provide learning opportunities for all despite its limited resources. With government funding that do not match the growing student population, public schools experience shortages in teachers, classrooms, textbooks, desks, laboratories and other learning resouces. As such, the performance of our students are put at risk and many disengage themselves from school.
Recognizing education as a primary national concern, DepEd enjoins the entire country in addressing the education of our young. DepEd calls on communities to involve themselves in improving the schools where their children study. As a major stakeholder in the nation’s development, the private sector is also called upon to become DepEd’s partner in improving Philippine education. Business groups, non-government institutions, civic organizations and even private individuals are all invited to be involved in the cause for better public education.
DepEd’s Adopt-A-School program gives private entities the opportunity to become active partners by providing assistance, either on a short-term or long-term basis to various concerns in public education. Instituted through the passage of Republic Act 8525, the program is based on the principles of volunteerism and multiple partnerships for education. Through Adopt-A-School, the private sector is enabled to participate in addressing the perennial problems of the public education system, including such problems as classroom, desk and textbook backlogs. It too aims to provide mechanisms which will allow the private sector to assist in the upgrading and modernization of Philippine public schools.
Moreover, it aims to make the learning environment more conducive for all learners, improve completion rates and achievement levels of students, widen access to quality education and reduce drop out rates.
There are a number of ways through which private entities can help. Donors can choose to help through packages designed to assist in interventions that aim to strengthen students’ reading skills (Early Reading Skills Package), allow students to learn through ICT and other alternative means (School System Conversion Package), and improve student participation and completion (Basic Education Completion Package). They could opt to assist in the building of classrooms and multi-grade schools (Infrastructure and Multi-Grade/Multi-Age Package), as well as in the improvement of the competencies of teachers in the field through teacher training and scholarships (Teacher Training
Package).
Since its launch in the year 2000, the program has established a network of private sector partners who have contributed to the effort to address the needs of our public schools. Over P2.4 billion worth of contributions has been generated thus far, augmenting the mainstream budget allocation for education and benefiting some 22,000 public schools nationwide. Apart from the strengthened image and goodwill generated by the donors in the community, adopting entities are given the opportunity to obtain tax incentives for their active involvement in the program.
